The two metropolises have been neck and neck in the annual survey of 140 urban centers for years, with Melbourne clinching the title for the past seven editions. Calgary in Canada came in fourth, with Australia's Sydney in fifth place. The ranking's editor, Roxana Slavcheva, said Manchester had "shown resilience in the city's recovery from a recent, high-profile terrorist attack, which previously shook up stability".
